A Rant About Public Education and Redistributing Resources and Power.

Unable to come up with any good jokes about dresses or llamas, I had some things to say about public education, ed reformers, and the push back against them. I then Storified it.  Check it out. In retrospect, I wish I had fleshed out who I mean by “those at the bottom, who are systematically demobilized.” I meant to refer to race and class primarily, but also LGBTQ, non-English primary language, etc. Resources certainly includes massive inequalities in school funding, but also who has access to what resources within schools or even particular class rooms. Comments as always are welcome.

De Blasio is Winning, But We’re Not (At least not yet)

So first–the good news. There is dissension in the ranks of NYPD. It seems that PBA head Pat Lynch went too far, and a not insubstantial portion of the PBA membership has been pushing back. News of a contentious meeting, with much yelling and pushing and shoving, showed the cracks within the PBA. Perhaps because of this, Lynch backed off his call for the mayor to apologize, although I think some people are overinterpreting his changed position:

“Despite statements to the contrary, our demands have never been for a simple apology, but for clear and unequivocal expressions of support for our members and an equally strong condemnation of those who have stirred up hatred and violence towards police officers,” he wrote [in an internal memo].

“We have also demanded that these words be backed up by concrete actions to hold anti-police agitators accountable and to protect our members from further attacks.”

In the same memo, Lynch took credit for what he called a “shift in the mayor’s tone.” Still, this is being framed as a defeat for Lynch, and despite the fact that he hasn’t changed that much, it’s not an unreasonable conclusion. The memo, as the New York Daily News noted, came a day after a poll of NYC voters showed Lynch with an 18% approval rating.

Given De Blasio’s reputation as a progressive, and the fact that his campaign highlighted criticism of stop and frisk, it’s easy to see this as a victory for Black Lives Matter movement, as a step towards less punitive and racially discriminatory policing. But that would be a mistake.

Motives, Procedures and Hope, or How Not to Bring About Change

Policing practices, mass incarceration, and the general punitiveness of policy directed towards those at the bottom are all things I have been trying to grapple with for a long time. On the one hand, the levels of punitiveness are absurd and indefensible as ways to ensure public safety or achieve anything I’d consider a legitimate policy goal. This would be true even if they were applied evenly. On the other hand, punitiveness is always dished out in a highly stratified manner. These two things are connected–unless justified on the basis of supposed inherent Black criminality and dangerousness, these policies wouldn’t have been possible.  They require Othering in order to be legitimated. And if they were applied with anything like an even hand, significant public push back from more politically powerful communities would be swift.

New York City is certainly not the only place where policing has focused on low-level petty crimes and ‘disorder,’ justified by the claim that addressing these minor issues would reduce more serious threats to the public. But it has been a prime mover in it. Broken Windows policing was implemented by Bill Bratton during his first tenure as NYPD commissioner, and when he was appointed again by Mayor Bill DeBlasio it was clear to all observers that the city would continue to be committed to this style of policing. Bratton’s appointment was an early disappointment for many DeBlasio supporters, especially since raising the issue of stop and frisk had been a key to his campaign.

1. Wall Street and the School House Part I: The Culture of Smartness

This was the first of three posts exploring the connections between Karen Ho’s Liquidated: An Ethnography of Wall Street, and so-called “education reform.” I have Alexis Goldstein to thank for pushing to to stop talking about this idea and just do it.

[T]his sort of smartness infuses the movement for corporate education reform.  It can be seen in the pattern of seeking to provide maximum power to a few executives over public education, displacing the authority of schools boards, unions and the constituencies these represent: parents and teachers, and more broadly, citizens.  This can mean mayoral control over schools, or top school administrators (some, like in Chicago, now labeled CEOs), or state appointed boards like Philadelphia’s School Reform Commission. The idea that a single strong authority can “fix” schools by overriding the concerns of other stakeholders is so commonplace it was the theme of the movie Waiting for Superman, which focused on reform darling / authoritarian and DC Chancellor Michele Rhee.  Rhee made a name for herself through her confrontational style in relation to teachers and parents, famously taking a film crew along with her to fire a teacher. Significant experience teaching or administering schools is not required to wield this sort of unchecked power.

This One Chart Shows Everything That’s Wrong With Liberal Politics

All right, not just a chart, but the chart and accompanying post. And not everything, but something important.

The other Jonathan Cohn had a post from shortly before the election at the New Republic that highlights a chart from the Georgia Budget and Policy Institute regarding the state’s decision not to expand Medicaid as part of the ACA.

It’s easy to recognize the human toll of refusing to expand Medicaid. It’s not so easy to recognize the economic toll. Maybe this chart will help:

But the state officials who have blocked expansion aren’t simply depriving some people of health insurance. They are depriving the entire state of federal funds. Under the Affordable Care Act, the federal government picks up 100 percent of the expansion cost for the first three years, then scales back its support to 90 percent. At that point, states will have to find the money to cover that remaining 10 percent. It’s real money. But it’s tiny compared to what they get in return. The federal money is a huge influx of cash, which goes first to providers and suppliers of health care. That money, in turn, generates additional economic activity.

Every inch won should lead us to demand more

One of the most important concepts for understanding politics is quiescence. The great political scientist Murray Edelman placed the production of quiescence and arousal at the center of his approach to politics.

Government affects behavior chiefly by shaping the cognitions of large numbers of people in ambiguous situations. It helps create their beliefs about what is proper; their perceptions about what is fact; and their expectations of what is to come. In the shaping of expectations of the future the cues from government often encounter few qualifying or competing cues from other sources; and this function of political activity is therefore an especially potent influence upon behavior.

To make this point is to deny or seriously qualify what may be the most widely held assumption about political interactions: that political arousal and quiescence depend upon how much of that they want from government people get. Political actions chiefly arouse of satisfy people not by granting or withholding their stable demands, but rather by changing the demands and the expectations. (Emphasis in the original. Politics as Symbolic Action.)

For Edelman, the key to understanding politics is the ways the demands made by the public are managed, not how they are fulfilled. Often this is done through the use of symbols.For example, think about how in response to the Fight for 15 protests, Democrats have embraced a $10.10 minimum wage, including voting on it in the Senate, even though it has zero chance of making it even through that body. This has included the president imposing it on federal contractors, with the caveat that it would only apply to new contracts (making his earlier feet dragging consequential). Similarly we see states like Maryland enact $10.10 but limit its scope and extend the timeline for when the full new minimum should be imposed. The long timeline will make pushing for additional raises more difficult, although not impossible. In Seattle, where activists have successfully pushed the 15 dollar number onto the agenda, the mayor’s proposal has all sorts of loop holes, even as he claims to be leading the 15 dollar cause. The top number is the symbol, while the details are used to limit its impact.

Targeting the Right To Vote

bentele_obrienI’ve written about voting rights before, a topic that has become all the more urgent in the wake of recent efforts to restrict voting rights and the Supreme Court’s gutting of the Voting Rights Act. Keith Bentele and Erin O’Brien have a piece examining recent GOP efforts at adopting various voting barriers: Jim Crow 2.0? Why States Consider and Adopt Restrictive Voter Access Policies. (Full disclosure, Erin is a good friend from my doctoral program, and I provided feedback on the paper.) Their empirical findings are going to get the most attention, and they are certainly important. I’ll review them below. But the larger implications are important too, and since I fear these may get lost I want to discuss them more fully.
